5) What are cookies?

  • provide site owners with valuable feedback on how their websites are used by users, so that they can make them even more efficient and accessible to users,
  • enable multimedia or other applications from other websites to be included in a particular website to create a more valuable, useful, and enjoyable browsing experience,
  • improve the efficiency of online advertising.

An "Internet Cookie" (also known as a "browser cookie" or "HTTP cookie" or simply a "cookie") is a small file which contains letters and numbers that will be stored on your computer, mobile terminal, or other equipment of a user from which the Internet is accessed.

The cookie is installed at the request of a webserver to a web browser (e.g., Internet Explorer, Firefox, Chrome, Edge) and is completely "passive" (does not contain software, viruses or spyware, and cannot access information from user's hard drive). Technically, only the webserver that sent the cookie can access it again when a user returns to the website associated with that webserver.

Cookies themselves do not require personal information in order to be used and, in most cases, do not personally identify internet users.

There are three different ways to classify cookies: what purpose they serve, how long they endure, and their provenance (

  • Session cookies are temporary and expire once you close your browser (or once your session ends).
  • Persistent cookies – they are stored on the computer or device hard drive (and generally depend on the default cookie lifetime). Persistent cookies also include those placed by a website other than the one the user is currently visiting - known as 'third-party cookies' - which can be used to memorize anonymously a user's interests so that the most relevant advertising is delivered to users.

Cookies are administered by webservers. The lifetime of a cookie can vary significantly, depending on the purpose for which it is placed. As mentioned above, some cookies are used exclusively during single session (session cookies) and are no longer retained once the user has left the website, and other cookies are retained and reused each time the user returns to that website ("permanent cookies"). However, cookies can be deleted by a user at any time via web browser settings (see Section 9).

  • First-party cookies are put on your device directly by the website you are visiting. The website is displayed in the address bar.
  • Third-party cookies are placed on your device not by the website you are visiting, but by a third party like an advertiser or an analytics system.

  • Strictly necessary cookies are essential for you to browse the website and use its features, such as accessing secure areas of the site.
  • Functionality cookies allow a website to remember choices you have made in the past, like what language you prefer, what region you would like weather reports for.
  • Cookie-urile pentru statistică collect information about how you use a website, like which pages you visited and which links you clicked on. None of this information can be used to identify you. It is all aggregated and, therefore, anonymized. Their sole purpose is to improve website functions. This includes cookies from third-party analytics services as long as the cookies are for the exclusive use of the owner of the website visited.
  • Marketing cookies track your online activity to help advertisers deliver more relevant advertising or to limit how many times you see an ad. These cookies can share that information with other organizations or advertisers. These are persistent cookies and almost always of third-party provenance.
